Static layouts should be able to be configured to reject prefabdata tables from the rooms that they are being placed in, but by default should accept their parameters. As of right now the aren't a lot of scenarios where this is super practical, but to use an example that could feasibly exist in today's Don't Starve Together environment: Say you had a burnt forest room somewhere, and your spider_forest layout just so happens to spawn there because it is definitely a forest at heart--now instead of a super out of place perfect square of lush trees in the middle of a charcoal sea, you have a ring of spiders who decided to set up in this state of desolation.
It feels better, it looks better, and most of the tools are already there to make it happen.

Furthermore, if the reverse of this could be made true as well it could prove extremely powerful. If a static layout could come packaged with some additional information that affects its room or task (if applicable), you could bolster the involvement of set pieces and have their effect be felt beyond just an exact place within a single room.
